Because it's the continuation of SR 210. I was unsure if the non-freeway segment of SR 210 had the same/similar traffic volumes to the freeway segments. However, based on your comment, it appears as if it doesn't, so I won't undo your changes here (that and the fact that I don't live here). Also, you mentioned that "[2100 South] has been bypassed [...] by SR-201 and I-80," but in reality, this segment of 2100 South 𝘪𝘴 SR 201, at least according to Wikipedia.
(Also, you missed some spots)

You can delete GEOIDFQ if it doesn't do anything. Like I said before, I already converted the remaining TIGER tags into OSM-readable tags.

Again, I didn't add those GEOIDFQ tags myself; they came with the converted GEOJSON files I downloaded. A few other tags came automatically (like `NAME=Congressional District 1`), but I was easily able to either convert those into OSM-compatible tags (in this case, `name=Congressional District 1`) or delete them.

Hi, why did you retag those roads as motorways as opposed to motorway links? Having motorways "intersect" like that at forks (see exit 15B) causes problems, like Osmose errors and routing errors (i.e., "Turn right on Boulder City Parkway, US 93 Business" from OSRM).

Thank you for responding; I didn't expect this, LOL. It's common for "streets" (as they are defined according to Strong Towns) to have streetside parking, possibly to narrow the street, causing drivers to be more careful. Pedestrian streets don't always forbid cars per se, but if they're allowed, they are treated as "guests" while the pedestrians are given normal access.

Huh. I never knew that. What's the (unsigned) highway number for this? I've heard that I-11 would've had three options for extending into the Valley; this Sheep Mountain Parkway looks like remains of the westernmost corridor. As for the east, isn't Hollywood Boulevard currently being built? There are a ton of mountains there, forming the eastern boundary of the Las Vegas Valley landform. Wouldn't that, plus the possibility of running into Lake Mead NRA run prevent anything major from being built there?

Hello, please be more careful when making these (semi-)automated edits, as they appear to be. The low speed limits, shops lined on their side, and their surface are a pretty good indicator that these are meant to be pedestrian streets. This is further supported by the fact that Tivoli Village was meant to resemble 1400s Europe. Thank you.
