Hi. Yes, it may well be published as Open Data, but that doesn't mean we have legal permission to copy it into OSM! In that case, we possibly don't, so would need prior permission to do so.
Loading the "pins" (e.g. the 4 nodes that you have added as the corners of a building) is normal & how OSM works.
Please stop mapping, as it looks like everything you have done so far will have to be reverted!

Hello Peter. When I look at the page that you have listed as your source, it says "No License Provided.
Request permission to use" Have you actually been given permission to make use of this data?
