Parts of stadium building are separate; shouldn't they be one building all together?

This being marked not as a cycle route(?) seems like a mistake, seeing how this seems to split in half a really long line.

There are all sorts of signs everywhere here that say this is a private driveway, but none coming from the south, where there is a very clearly public footpath leading up to it. The signs primarily seem directed at drivers, and there's no gates from memory. Is the road itself genuinely private ownership? Is there any public right of way? Are pedestrians allowed?

this building is Austin, but for some reason the building is currently split into two areas.
