is this really in construction?

there is a public beach of sorts here. i am unsure of the legal situation on access, however on warm days there are constantly people here.

there seems to be a road here thats not visible on aerial imagery, could someone attempt to provide a trace?

the area around the church is mapped as leisure=garden - is there a tag that would be better suited for this? perhaps leisure=park?
