The elimination of the area of land under construction from "Integration" does not complement the information poured on the map.
Sometimes you do not want to delete the whole thing but just an aspect of it. For example, if a hotel has an address, and stops being a hotel, then it still is a building and still has an address! Deleting the hotel outright would lose this address information - in such a case you would just remove the "hotel" aspect (or, in OSM parlance, the tourism=hotel tag and any additional stuff about rating, website, contact details) and not the whole object.
In this case, the area still belongs to PEMEX and is divided into segments of walls along its perimeter.
The point of complete elimination of the element causes the los of information of the area and its perimeter to be lost, leaving the information of the place incomplete.
My proposal for the set of changes is to place the brownfield label and update the land uses north of the land.
