Seemingly because the outer way of the relation also has landuse=military, which is an incorrect way of doing relations.

Please could someone check this is indeed incorrect. I think the barrier=fence can stay on the outer way.

There's also an odd node here declaring the military base to be a hamlet - is this true? the name etymology tags should probably also be old_name:etymology
