Is the admin_level=4 tag on way/220076679 redundant? That way is not part of any admin_level=4 relations. way/34562551 on the other and is and is also tagged admin_level=4.

It might be better to split things up so that overlapping ways are not necessary, but I'm not familiar enough with the boundaries here to say for sure.
