Эта дорога находится за пределами города и имеет 2 полосы в каждую сторону. Соответственно, ограничение скорости тут 110 кмч. То что там стоит знак "Міська смуга" - ничего не значит, так как нет такого населенного пункта "міська смуга"

If you bother about how map looks like in browser - it is just the question of rendering. AFAIK map developers are working on it

Please consider sidewalk=both/right/left on highway=* instead of drawing new roads. It simplifies maintenance and does not introduce weird intersections where (for routing) you have to join sidewalks on both sides of the road
