From aerial imagery this path is clearly separated form the service road by a wall given the shadow cast. Knowing the steepness of the topography I suspect it's a retaining wall. They do not join.

I notice you've added highway=foot to railway=platform. Was this performed automatically by GoMaps or did you add them manually? After a discussion on the forum that iD editor was adding them by default it was felt these tags were unnecessary. as platforms only purpose is to be walked on.
