Yes, with Enhars it's a bit complicated as they differ from each other also. This one has a butcher, pastry, ability to order a coffee and a table with a pairs of chairs, if I remember correctly.

As a result, all road on top of the dam has been changed to cycleway (changeset/142873970).

Ways 1206245700 and 1206245697 are service roads connecting to the service road on the dam. For motor vehicles both are only for Zemkopības ministrijas nekustamie īpašumi (in OSM principles, "no" value). No matter the pedestrian/bike sign if there is one - treat it as designated on service way. Somehow service cars must access that service road on the dam also on Saulkalne side.

If correct level has already been added, it's redundant to add level:ref with a value that resembles addr:floor which anyway would be unnecessary as in Latvia always level+1=addr:floor.
