Additionally, golf course has gone out of business.

these buildings aren't even remotely square nor do they match aerial imagery. I have cleaned it up.

What source did you use for this "proposal"? I can't seem to verify it based on aerial imagery or ground truth.

Doesn't look like any construction has started yet, even 4 years later. Has construction begun? Are they even still planning to build it?

Generally, things aren't mapped even as a proposal until construction has started.

Is it still under construction? The GPS units are not able to route anywhere here since this is still marked as closed on OSM.

Generally, temporary road closures are not added on OSM, since it could continue to show up as closed even when OSM is corrected since most software is not live, and the data could easily be 6 months old or so.
