According to the Portola State Park brochure (available at http://www.parks.ca.gov/pages/539/files/PortolaRedwoodsSP_Web2014.pdf), the State Creek Trail does not cross the Park boundary. State Creek Trail is completely within the Park.

In addition, the State Park brochure indicates there is no public access for the small section of the Ward Truck Trail which is outside the park. I'm not sure if this applies to hikers.
