I think it's better to create a relation with ways as outer and the node as label because the residential area doesn't encompass the whole area of the town.

Or we can just ignore it. The capital of Lesotho (node/30656833) for example, doesn't have a boundary, just the node. The only relations are the country and the district

Well the OSM wiki says that residential areas are namless and are only used for actual residential areas and not the place extents. Also the area included important tags which should belong to the town node, not the residential area

I removed the name because 'Western bypass in construction' shouldn't be the name in English but in Albanian.
The area I adjusted according to imagery and i forgot to check if somebody actually surveyed it from ground.
