OrganicMaps and OSMAnd won't route along this road for foot traffic. I assume it's due to the road type classification. Adding sidewalks would fix the current issue, but not the larger class of issus.

OrganicMaps won't route along this portion of Inokashira-dori for walking. Could be the missing sidewalks or the street marked or implicitly as foot=false.
