I created this parent relation to have a simple way to get all Colombian relations, and maintain all of them in a single place (borders, regions, departments, provinces, municipalities). The boundaries are easily and commonly modified and disconnected. This relation does not have any visible element, and the parent/super relations do not have guidelines in the Wiki. Probably, it does not make sense, but it helps a lot to analyze all other relations in Colombia by just downloading one element in JOSM.

The information about how to abbreviate carrera or calle is not standard, and the render should do that, but hits information should not be in the OSM database.

This is a building, and it should contain an address. A short_name like AK 9 is the contraction of Avenida Carrera 9, and it should be written complete as it in the Address street. Abbreviations like that are not a good thing for OSM, because this is like data redundancy.

I did not create it. I modified the way. Probably, it is better to check the history of the people that created/modified the way. Not just the last edition.
