Check status of barrier fences around the underpass

Now correctly tagged as junction=circular because there are traffic lights and stop lines.

TODO:

- Traffic signal nodes need placing at the controlled intersections

- Check all the pedestrian crossings and islands, and get them StreetComplete-compliant

- Verify and place stop lines

It's quite a daunting junction, and I want to make sure the traffic lights and stop lines are tagged correctly with an in-person survey before closing this note!

Oxford Bicycle Company (from Southfield Road) are taking over this shop, apparently. I don't know what they'll be calling it yet, or the opening hours: I've only seen the sign on their Southfield Road premises today

Bike shop moved to where Reg Taylor's was, as of 3 Jan 2024. Last day for the Oxford Bicycle Company here was 22 Dec 2023 (according to the sign on the door)
