Hope you don't mind if I'm jumping here.
Not sure if Atlas-checks detecting is as a stand-alone building. Seems it detect duplicate/overlapping ways rather than as building/polygon.

I'm using RapiD and plugin MapWithAI in JOSM.
I tried Shift+Y and input 0.2 meters as your suggestion, looks better.
Now I & and some workmates are cleaning up (i.e changeset/94039443).
