Thanks for providing that link. Unfortunately I couldn't quite find consensus on that page, and also couldn't see a hard and fast rule.
You were correct about this classification being dependent on the highest highway class connecting - however tagging should also reflect the auxiliary nature of this roundabout. I think _link tagging here is more appropriate given traffic flows

hi, not sure I follow your logic as to why this isn't a link? the roundabout itself was primarily designed to carry traffic NE-SW; as well as flow in traffic on on the WtoSE primary road

would been good if you could do an overpass sweep and retag so it only applies to motor vehicles
