piste:type=* is only an additional tag. It doesn't imply the highway.
highway=piste means that there is no highway when snow melts. It may then be just a regular meadow. highway=piste may exist even without membership in any route.

One does not imply the second and so both taggings are important. Same is true for eg. highway=cycleway in route=bicycle relation or for hihway=bridleway in route=horse relation.
