Since Scarborough Shoal (Huangyan Dao) now controlled by China, since OSM‘s common practise and it will be mapped with the country's language. I know you may say this is a disputed area and some other countries have claim on it, but according to some basic guideline, such as "on the ground", we mapped it to the country that have real control on it.

Hello, I leave this message because this changeset had been fully reverted by another mapper in changeset/169621588
and I thinks you shouldn't add other language's name in a area currently been actually controlled by a specific country. For example, I know that Viet Nam have a claim about South China Sea, and some of its island, also many other country such as Malaysia, Philippine, Brunei, have opinion about this. But OSM only handle with actually control, that is, if China still control those island (even have resident and force on it), it will be seen as part of China on OSM. So at this time, please don't add Vietnamese name to it.

查阅某隔壁G厂从20017到2023年11月（再往后没有更新的了）的历史地图，确认这里的道路一直就是按本changeset所描述的，原来Enum Mapper画的就是错的（不应该啊你们Maxar怎么这么拉了这得是多少年前的路网）
