Sure, happy to explain:

landuse=* tags on polygons are used for describing, well, the purpose for which the land is used. So a small village may be entirely covered by a single landuse=residential polygon (eg: way/92679259) while a bigger town can be a few polygons together (eg: way/220566057 + way/214191748 + way/220258721). Depending on how much detail can be mapped, in a town or a city, other types of landuse can be mapped as well of course (industrial, cemetary, etc...).

When you check landuse for all of Hewler (https://overpass-turbo.eu/s/PZb), you can see that there are some large gaps (for example in Zanko). That's why I was adding landuse polygons, to cover these gaps.

It is important to note that landuse polygons are separate from place polygons - meaning that landuse=residential DOES NOT define a neighbourhood/quarter/suburb/village/town/city/etc. It is possible to have eg one large landuse=residential polygon overlap with multiple place=suburb polygons, or one place=village polygon the same as one landuse=residential polygon (or in this case, possibly even the two tags on the same polygon).

On a related note, since you brought up this area: can you please stop deleting useful names? In here node/2138649393/history we can see that you changed name=Rasty to name=گەڕەکی ڕاستی - which is correct and a good thing to do, but why not save name:en=Rasty so that people who can't use Kurdish can still use OSM in Hewler easily? I am not sure if this edit you've made is correct. Highway network should not have highways not connected to higher-order ones - so these primary highways are sort of 'hanging' in the middle of nowhere. Can you consider reverting them to what they were? Cheers,

You have deleted one important polygon, thus making the whole landuse=residential relation broken. You have done the same in other parts of Amarah.

Please learn a little more about how relations work before modifying the data. osm.wiki/Relation:multipolygon is a great place to start, and please let me know if I can help you with any questions.
